Responsibilities
- Serve as Infra Overall POC to Application Directors, GCIOs and cluster senior management
- Maintain technical oversight of the applications architecture and infrastructure services in the clusters
- Provide regular reporting and updates to the Infrastructure Services management
- Manage projects, alignments and initiatives across the clusters, leveraging different resources and drive projects to successful completion
- Lead the team in project management and execution of all services offered to clusters
- Play a key role in the supporting GCIO, Institution Directors/Leads in the development and building initiatives for the workplan
- Lead and develop a growing team of talented individuals of diverse backgrounds with a common passion for infrastructure projects
- Drive and formulate program implementation strategies.
- Build and prepare the team for the program implementation
- Provide leadership in strategic and technical areas in the implementation of program’s projects.
- Ensure alignment of program strategy to IHiS strategic direction.
- Collaborate with CIOs and IDs to identify IT strategic needs and projects for the cluster and consolidate into the program work plan.
- Collaborate with the OIC/IDs to conduct pre-project assessment and feasibility studies.
- Plan up-coming projects in conjunction with CIOs, GDs, OICs and IDs to ensure synergies for deployment.
- Review approval papers prepared by PM.
- Oversee Project approval and delivery
- Initiate and drive implementation of projects in the program work plan.
- Responsible in project requirements and implementation approach, including project staffing headcounts, project man-days for work plan.
- Work with CIO/OIC to determine project implementation approach and details.
- Re-prioritise projects in work plan and ad-hoc projects.
- Ensure that projects are deployed on time and service support meets SLAs.
- Accountable in ensuring that project costs are recovered.
- Perform timely reporting of overall project progress, KPIs and SLAs.
- Ensure that projects adhere to established program/project governance principles and conform to approved technology standards.
- Manage vendors contracted for project delivery and KTLO operations.
- People Management
- Determine and manage resource allocation matters such as headcount, location deployment of project team and utilization of program resources.
- Identify the necessary competencies, domain experience as well as capability building, development of staff career
- Review manpower requisition and approve hiring of program resources.
- Supervise, coach and mentor staff
- Performance appraisals, promotion nomination and compensation related decisions for program resources.
- Foster better cooperation, communication, knowledge transfer and competency development amongst program and cluster teams.
Requirements
- Degree in computer science or equivalent
- At least 15 years of relevant IT experience especially in the area of large scale application projects implementation
- Strong program and project management skills in medium to large scale projects.
- Possess experience in sizing up application architecture in support for bids.
- Possess experience in managing systems operations for medium to large scale projects.
- 4 to 6 years of technical hands-on knowledge in earlier working years as a server administrator.
Excellent skill to manage multiple stakeholders including users, senior management including C-level, IT teams, project teams and vendors.
