Facilitate implementation of the governance framework for competency development, including the appointment of competency leads for the various competency domain areas, and organisation of regular steering committee discussions with Management to drive the learning workplan
Set up the Academy Faculty team comprising in-house trainers or facilitators who could help contextualise or deliver the learning content with training providers
Work with the in-house competency leads in the various domain areas to set up the HealthTech Competency Framework for the respective healthcare, technical and product domain areas (e.g. software engineering, project delivery, EPIC)
Determine the competency requirements for various professional groups at each seniority level, which will then be translated into recruitment, development, and appraisal interventions
Develop learning pathways for professional groups building on the competency framework, that will set out the mandatory and recommended training programmes and/or certifications for staff
Design, curate and implement flagship programmes which builds on a strong adult learning pedagogy and the established competency framework, in partnership with Academy Faculty members as required
As a learning partner to the selected Business Units (BUs), work with BUs to (a) carry out learning needs analysis to identify training needs, (b) identify suitable vendors for training, and (c) support in programme implementation. Be the first port of call when BUs have training-related queries
Conduct standup training or facilitation for in-house training programmes (e.g. Group Orientation)
Design and run capability events (e.g. Learning & Innovation Festival) which will help anchor a learning culture in the organisation
Conduct timely reviews of the programmes run by Academy to ensure that programmes are effective, and to source for alternative programmes, where relevant
Requirements
Bachelor's Degree preferably majoring in Human Resources or Information and Communication Technologies.
Candidates with at least 3 – 5 years of experience in the development and implementation of competency-based learning framework in an organisation with established HR practices will be an advantage.
Attainment of the Advanced Certificate in Learning and Performance or other established learning and development certifications will be an advantage.
Ability to handle intense workload, set up systems and structures in a complex working environment, and project manage a few workstream.
Good stakeholder management skills and have an enterprising mind to look ahead at the evolving needs of the operations and proactively manage.
Have a positive, growth and agile mindset, energetic, collaborative, meticulous, and enjoys working in a fast-paced environment with good follow-through.
